1 cupchopped onion (1 large)
4 clovesgarlic, minced
2 tablespoonsolive oil or cooking oil
2 tablespoonsall-purpose flour
1/2 - 1 teaspoonblack pepper
1 1/4 cupsmilk
1 10 ouncepackagefrozen chopped spinach, thawed and thoroughly drained
1 10 ouncepackagefrozen chopped broccoli, thawed and thoroughly drained
1 cupshredded carrot
3/4 cupshredded Parmesan cheese (3 ounces)
1 8 ouncepackage shredded mozzarella cheese (2 cups)
