Refried Beans

These tasty refried beans are made with much less fat than more traditional recipes
1 1/2 cups dry pinto beans
4 garlic cloves, minced, divided
1 teaspoon ground cumin
1/3 teaspoon cayenne pepper
1 medium onion, chopped
1 tablespoon olive oil, or 1/2 cup water
1/4 cup chopped Anaheim chilies, canned or fresh
1 15-ounce can chopped tomatoes, undrained
1 - 2 teaspoon salt
