1Season the fish with black pepper. Lay in a single layer in clay pot, saucepan, or high sided frying pan. Mix the remaining ingredients together and pour over the fish.

2Bring to a boil then reduce the heat to just have it simmer. Place a lid and cook for about 6 minutes.Garnish with cilantro
