General Tso Shrimp

2 tablespoons Tamari (or soy sauce if not GF)
2 tablespoons rice vinegar
1 tablespoon hoisin sauce
1 tablespoon coconut sugar (or brown sugar)
1/2 teaspoon minced garlic
1/2 teaspoon minced ginger
pinch red pepper flakes
scant 1 tablespoon arrowroot powder (or cornstarch)
1 tablespoon sesame oil
chopped scalions
sesame seeds
