  • mini vanilla wafer cookies
  • peanut butter or butterscotch chips
  • royal icing or decorator's frosting

    Using icing, attach a mini cookie to each Kiss

    Using icing, attach a butterscotch chip to the top of the cookie. Or use a dab of peanut butter on top
