Creamy Cauliflower Au Gratin

8 cups cauliflower florets (about 2 small heads)
4 tablespoons butter
1/3 cup flour
3 cups milk (2 percent or whole)
1 cup Gruyere cheese, grated (cheddar or any other big flavored cheese would work)
1/2 teaspoon salt
1/4 teaspoon pepper
1/4 teaspoon nutmeg
1/2 cup panko crumbs (regular bread crumbs would work too)
1/3 cup Gruyere cheese, grated
1 tablespoon butter, melted
