    Mix the water, sugar, fish sauce, and garlic together, whisking until the sugar is dissolved. Add the wings and marinate in the fridge for about 8 hours.

    Remove wings to a colander and let sit for 30 minutes. Heat oil to 350 degrees F. Mix the rice flour, cornstarch, and baking powder together.
